Florida's wildly popular Cash for Clunker Appliances program soon will be reborn with a new twist: Rebates for clunker air conditioning systems. State officials have approved a program that will give Floridians a flat fee rebate – yet to be determined -- for new Energy Star-rated central air conditioning and air source heat pumps systems purchased before the end of the year, said Brenda Buchan, the chief analyst with the Governor's Energy Office who managed the Energy Star appliance rebate program. Spurred by a newspaper's report that California's welfare debit cards can be used to withdraw cash in more than half the casinos in the state, Gov. Arnold Schwarzenegger on Thursday issued an immediate ban on state-provided cash assistance at ATMs in gambling establishments. Minnesota risks running out of money if those affected by overturned budget cuts seek immediate back pay. A spokesman for Republican Gov. Tim Pawlenty said Thursday the state doesn't have the money on hand to cover $2.7 billion in cuts thrown into doubt by a Supreme Court ruling.
